Hi Charles, What are you needing to do? As for accessible SVG Viewers, there are two possibilities. One is the free Iveo viewer from http://www.viewplustech.com. The other possibility is a tad more tricky to use. There is an accessivle drawing program called Svgdraw01 from http://www.dickbaldwin.com that can take SBG files and render them accessibily. The user can also create accessible SVG files in this program.
I am not too sure about converters. I have a few ideas about creating a raster to SVG converter which I would be happy to discuss.
