SVNKit 1.7.6 requires Java 1.5 or newer.

As for charset decoder exception, SVNKit expected transaction
properties to be stored in UTF-8 encoding. It would be great if you
could send me your repository/db/transactions directory with the
transaction files in it to let me reproduce the problem.
