I definitely can confirm that SVNKit 1.3.x will work with 1.7 server, no 
working copy upgrade is 
necessary, moreover, no additional actions are necessary at all, if you upgrade 
only server.

It is easy to test SVNKit 1.3.x by checking out Subversion sources 
http://svn.apache.org/repos/asf/subversion/trunk/ , they have SVN 1.7 on the 
server.

$ jsvn co http://svn.apache.org/repos/asf/subversion/trunk subversion-sources
