testing: remove 169.254.0.0/16 in the host, so ipsec status won't show

testing: normalize testing/baseconfigs/*/etc/sysconfig/network
and add NOZEROCONF=1 testing/baseconfigs/pole/etc/sysconfig/network
to remove extr route showing up in ipsec status
