pluto/whack: Added --impair-send-no-ikev2-auth
This option can be used to create halfopen SA's because we have
become very good and cleaning up partial states. This will allow
a client to send IKE_INIT, get an IKE_INIT response, and then be
quiet, causing a lingering state on the responder.
