pluto: process_v2_packet: don't retransmit packet not-yet-generated
- if a state is suspended, don't retransmit its output because
that isn't yet generated
- sprinkle set_cur_state calls before terminal messages to make
them more informative

pluto: remove crashing code from complete_v2_state_transition
Introduced in 2b87cd33dd45e7987a248f1ac60b8486dbe8f489.
Simply checking for a null pointer won't save this.
I have a core where md->st == 0xedededededededed (STF_INLINE).
