building: move OS-specific include to near start
This way all configuration options are set before they are referenced.
Was being pulled in midway through configuration, which is broken.

building: move platform specific makefile stubs to mk/defaults/; add .mk
suffix
Since the stubs contain platform specific tweaks to make's build/install
process
(and not packaging information such as RPM spec files), move them to the
mk/ directory
where the rest of the Makefile stuff lives.
Add a .mk suffix so that editors, like EMACS, can automagically set the
correct
editing mode.

The packaging/defaults directory contains no .ARCH files.
