libipsecconf makefile: simplify Bison rule and make it more robust
- the rule previously assumed that the grammar was parser.y. Now it
supports anything matched by the pattern
- two sed commands combined into one
- g flag removed from sed s subcommands
- sed command now only applies to lines that start with #
- comments improved
- the recipe uses a single cd command
