testing: updated newoe-18 tests
- updated baseconfig version of private to include authnull and ikev2
- removed some console output of failing tests
- clarified in final.sh what the expected result is (tunnel or not)
- change some final.sh checks to check for fos_ to also detect
unexpected attempts at OE
