uniqueids: fix for uniqueids killing second tunnel between hosts
This change add logics to uniqueids to only check for same conn.
There are several valid reasons to have multiple tunnels between
same endpoints like different address families or different network
paths between endpoints. We really only want to kill old instances
of same connection anyway.
