kvm: move makefile "generate keys on kvm" magic to kvm-keys.sh script
So it can be run by hand or other makefiles. Also change how
dist_certs.py is invoked. Commit 63684154fd2098f4be8d6d468df1010250fc6ab7
changed behaviour.
