packaging: FIPS and cavp updates
- Enable cavstest per default in our spec files
- Install cavp when cavtesting is enabled
- Do not install cavp.hmac as it is not used for runtime
- Install the prelink requirements (disable prelink for fips)
- Enable the NSS_DISABLE_HW_GCM=1 workaround for all platforms
