pluto: in /etc/ipsec.secrets:RSA, only require the public fields
The private fields, while checked, are ignored.
As a technical nit, the RSA pubkey gets put in &pluto_secrets while
rsasigkey= gets put in &pluto_pubkeys. Probably a hangover from when
private keying material was included.
