pluto: add ability to identify certificate in NSS using its CKAID
Current interface using leftckaid=HEX and/or --ckaid HEX
subject to change.
Testing will require the extracting of the CKAID from generated certs.
Doesn't handle raw pubkey added using rsasigkey= or ipsec.conf; need
to first determine if it should.
