testing: like docker, and have per-release kick start files and
configurations
Make it easier to switch between OS releases.
For moment include compatibility hack - default is still KVM_OS=fedora -
so that "make kvm-install" doesn't trigger a KVM rebuild.
Can be cleaned up when switching to fedora23.
