kvmrunner.py: change default to always run tests
Old behaviour was to skip passing tests but this lead to:
kvmrunner.py testing/pluto/basic-pluto-01
doing nothing. Options --skip-passed, --skip-failed,
--skip-incomplete, and --skip-untested replace --retry N magic.
"make kvm-test" and "make kvm-check" updated - their behaviour
remains unchanged.
