build: define IPSEC_SECRETS_FILE and really use it
I.e., both in the code and the manual pages.
Replaces SHARED_SECRETS_FILE which was used once.
Note that while this is ok for standalone files like
/etc/ipsec.secrets it doesn't work for all the files
under /etc/ipsec.d.
