pluto: changes inspired by scan-build (clang diagnostics)
- fix add_crl_fetch_request_nss
(broken in 36955a9d57245d2d46f1b3da2f5bc9153d2989e2)
- add a missing guard to handle NULL case
- elminate redundant and confusing-to-clang test for NULL
- fix spelling (not caught by clang, but DHR's gaze directed there)
- replace improper use of snprintf result (it is length of
output if there had been an sufficient buffr)
- add comment about newly unearthed mystery
