ipsec: fix man pages for initnss and import options

ipsec: use -d or --nssdir for import and initnss directory option.
Deprecate use of "ipsec initnss /path" which was never documented.
Add help to ipsec initnss.
Give helpful error messages from initnss and import.
Don't create dirctory on initnss.
