IKEv2: If re-entering ikev2_crypto_start(), reset msgid
When re-sending IKE_INIT due to receiving an INVALID_KE, we need to
re-initialize the msgid variables so that we will properly use msgid 0.
This broke when additional CREATE_CHILD_SA support handling was merged in.

testing: interop-ikev2-strongswan-31-asymmetric-responder avoid invalid_ke
retransmit
that is tested in its separate test case. It is the result of strongswan's
changed default.
