pluto: IKEv1 IKE: always add default key lengths when !.keylen_omitted
Instead of calling crypto_req_keysize(CRK_IKEv1,...) which relied
on a hard-wired switch and was missing a case for the unofficial
AES_CTR.
This means that only IKEv1 3DES omits the key size when making
an IKEv1 IKE proposal.
