ikev2: fix original IKE responder initiating a new Child SA.
When the Original IKE responder initiate a new Child SA, roles
get more complicated. Now the exchange requester is not IKE initiator.
Added extra svm entries to take care of this role flip.
May be in the future this could be achieved by improving
process_v2_packet function. During CREATE_CHILD_SA exchange ignore
SMF2_IKE_I_SET flag.
