ikev2: send v2CP request only if the initiator is behind nat
This is to fix a case where OE/cat is enabled and only the server is
behind the NAT -- also known as dnat or 'port' forwarded.
If the responder is behind nat and the initiator is not then
don't send a IKE v2 CP request.
