testing: in interop-ikev1-strongswan-03-psk-initiator replace 'sleep 3'
with faster strongswan-start.sh
After more testing, other strongSwan tests can be updated.
Note: Regardless of this change, strongSwan seems to be inconsistent
with its output. See c0811fc71f944858b39cd3aa49fd3d357ef8f344
for what comes and goes.
