pluto: abort earlier on processing "spurious extra Non ESP Marker" packets.
turns out they are much more broken and we would still end up with
a bad packet and only use up more resources sending a (bogus?)
error notify back. It seems better to just log an error and forget
we got the mangled packet at all.
