pluto: change the default nhelpers for machines with 1 or 2 CPUs
We used to start only 1 helper when we have 1 or 2 CPUs. Now we
start 2 helpers for 1 CPU and 4 helpers for 2 CPUs. For more then
2 CPUs the behaviour is unchanged (num_of_cpu - 1)
This default can still be changed using nhelpers= in ipsec.conf or
by specifying --nhelpers with pluto directly.
