state: rename struct trans_attrs .encrypt to .ta_ikev1_encrypt
It probably contains an IKEv1 enum value; and can mostly be
replaced by .ta_encrypt->common.id[IKEv1_ESP_ID]. However, it also
gets used in other wierd ways making things messy.
Uses of this field in IKEv2 and generic code should raise a red flag.
