pluto: move socket tuning code from sysdep_* to create_socket()
Since those sockets are the actual IKE sockets.
The master_sock in sysdep_*.c for unknown reasons still needs SO_REUSEADDR.
The socket priority is decreased from 7 to 6, as 7 might be linux only.

pluto: remove SO_REUSEADDR from AF_UNIX socket.
It is not supported by that address family
