pluto: improve NIC Offload detection code
- fix bug: reverse sense of test for string "esp-hw-offload"
- fix bug: correct bit subscripting logic
- replace enum iface_nic_offload with bool
- make definitions of NIC_OFFLOAD_* conditional on USE_NIC_OFFLOAD
- reduce scope of variables
- improve formatting
