logging: add lswlog_to_error_stream(); rename others to be consistent
The library code can emit output using any of the following "streams":
- logging (can include whack; for pluto LOG_WARNING)
- error (for pluto LOG_ERR)
- whack (hopefully pluto only)
- debug
and lets not forget STDOUT and STDERR.
