ikev1: dpdaction%restart fix responder with %any crashing
on a responder with %any and dpdaction%restart
when dpd action triggers,
terminate_connection() delete CK_INSTATNCE and nothing to
restart; detect a dangling hp.
test cases xauth-pluto-17 ikev2-liveness-10 where the responder
crash. ikev2-liveness-07 where the initiator restart.
It is an instance due to narrowing=yes.
