testing: Fix strongswan flipflopping on EC CERTREQ
This was due to not cleaning up /etc/strongswan/ipsec.d/cacerts/
after the test interop-ikev1-strongswan-05-x509ec-sendcert ran
that installed the curveca.crt file, which would never get cleaned up
until someone re-installed the test VMs.
