timers: eliminate event_schedule_ms()
The remaining wrapper, event_schedule_s[econds](), is pretty much
always called with a constant - either 0 (now) or something defined in
pluto_constants.h.
The exception is EVENT_LOG_DAILY which seems to schedule an event
every MIDNIGHT-NOW seconds.
