ikev1: use EVENT_SO_DISCARD to delete dangling events
Instead of RETRANSMIT which would, when also retransmitting
because of duplicate packets, steal from the retransmits
count eventually causing the state to be deleted early.
This also cleans up the log message when the state is
deleted.
