packets: replace send_packet() with send_chunk_using_state(),
send_chunks(), et.al.
Where send_chunk_using_state() uses information from state to
specify the interface and endpoint; and send_chunks() takes explict
SERIALNO, INTERFACE, and ENDPOINT parameters.
