constants: merge PROTO_v2_* and IKEv2_SEC_PROTO_*; add IKEv2_SEC_PROTO_NONE
Since PROT_v2_* and IKEv2_SEC_* are identical.
Docment quirk with the value '0' and define IKEv2_SEC_PROTO_NONE.
IKEv2 code and enum_name tables could do with a cleanup.
For instance, using IKEv1 values in IKEv2 code.
