ikev2: don't bias the next payload lset_t by ISAKMP_v2PAYLOAD_TYPE_BASE
With 64-bits there's enough space for all valid fields.
When logging, use lswlog_enum_lset_short() (bitnamesof() assumes
a bias) and strip prefix.
