ikev2: change send_v2_notification_from_state() so it encrypts the
notification
Also hardwire the exchange type to AUTH, and message ID to 1.
While clearly wrong, it is less wrong than sending an unencrypted
message (regardless of the exchange type, typically SA_INIT), and the
message ID hardwired to 0!
Quick glance at initiator shows, at least for failed auth,
the packet is being dropped. Getting there ...
