pluto: quick_inI1_outR1_continue12_tail: rework to cleanly fit into
backapatching
Output message contains a copy of two ID payloads.
Formerly, we just spat them out as raw bytes and patched NP.
Now, with some trouble, we echo them using the out_struct mechanism
so that any NP backpatching for adjacent payloads will work.
Bonus: the logging of the payloads will be more conventional.
