constants: define {IKE_SA,CHILD_SA,MAX}_SPI_SIZE
Update the IKEv1 centric COOKE_SIZE and MAX_ISAKMP_SPI_SIZE macros
so they are defined using those values.
MAX_ISAKMP_SPI_SIZE, which is twice the size of a CHILD SA's SPI,
could do with a rename.
