state: add enum state_category .fs_category to struct finite_state
Use when categorising states. Track of the number of authenticated
and anonymous IKE and CHILD SAs separately (since they are determined
at run time they can't be part of a static .fs_category attribute).
init_ikev1() and init_ikev2() fill in the .fs_category field
(in lieu of having static structures).
