Revert "testing: delete some stray ikev2=never lines"
This reverts commit 9f434410b5b47c95a33b48097e5002833091c223.
Those ikev2=never were not stray. Those are IKEv1 tests, and since IKEv2
is now the default, these tests must specify ikev2=never.
