pluto: clarify and simplify "payloads" argument to
send_v2_informational_request
- typing function pointers is inscrutible. Clarify by introducing and using
typedef "payload_master_t".
- simplify by making the result of calling this function a bool rather
than an stf_status. All examples returned, with effort, STF_OK or
STF_INTERNAL_ERROR. By making the result a boolean, less
boilerplate was required.
