proposals: update IKEv2 algorithms added to an incomplete proposal
For instance, ike=aes gets PRF, INTEG, and DH all filled in.
Base changes on the default proposal suite. Namely:
- drop sha1
- sha2_512 before sha2_256
- lots of new modp groups
