IKEv2 Message ID: split struct v2_msgids into v2_msgid_windows and
v2_msgid_wip
This way there are separate structures for:
- v2_msgid_windows (IKE) for the sliding window protocol (of size one)
- v2_msgid_wip (IKE and/or CHILD) for a state's in-progress messages
Note that wip.responder is currently unused (comments describe how
it will be used).
