impair: treat ft_zig as a byte stream
Simplify f4178988bb0c9a260e59347172622fabad075f47.
(note that ikev2-impair-08-ignore-reserved needs more work. this
changes ikev2_id's reserved field to ft_raw as all the garbage on the
wire needs to be fed into the AUTH code - testing this will mean
adding a separate impair).
Loosely based on discussion with Paul and Hugh.
