demux: cleanup fragmentation fields
Drop struct msg_digest .v2n.fragmentation_supported; just use
md->pbs[PBS_v2N_IKEV2_FRAGMENTATION_SUPPORTED] != NULL.
Rename .st_seen_fragvid to .st_seen_fragmentation_supported; since
IKEv2 is based on a notify and not a vendir ID.
