kvm: on f32, force libseccomp-devel-2.4.2-3.fc32.x86_64
i.e., don't upgrade it to libseccomp-2.5.0-1.fc32.x86_64 which
breaks transmogrification. Short story is that /sys isn't mounted
when rc.local runs swan-transmogrify which breaks the hostname
detection code.
No clue why libseccomp causes this though.
