kvm: move some stuff in rc.local's transmogrify to base's transmogrify
that is:
- bind
- ssh
- bashrc hack
- sysconfig (is this dead)
which leaves:
- sysctl (huh?)
- resolv (can systemd help)
- nic's unbound and nsd (fix config files so they can be installed
everywhere)
- chcon + restorecond (are these necessary?)
- ipsec (should this be moved to swan-prep which already duplicates
much of this work)
- nic's pointless setenforce 0 (rc.local puts it back)
