algparse: remove -d from usage message; drop -P <password> et.al.
Fix #398
Follow-up: fips: call lsw_get_fips_mode() from lsw_nss_setup(), not
libreswan_fipsmode()
which removed code implementing -d<NSSDIR> as it was no longer
required.
Leave comments about how -d<NSSDIR> and -P<password> are reserved
(in case they are needed again).
